Researches, analyzes, develops, and evaluates methods and techniques concerning unit inventory including all aspects of management, manpower authorization criteria, systems design and application, concepts and doctrine, combat development, future force structuring, and organization.

Manages system administration functions of AST for users worldwide; provides systems administration support and system user expertise. Ensures that all required updates are made within APMS for AST to support the information technological portion for system mission assurance. Must be able to travel twenty 20 percent of the time. Capable of understanding the conceptual divisions of labor among the emerging Core Enterprise functions, and able to rationalize the inter-relationships among Readiness Core Enterprise, Personnel Enterprise, Material Enterprise and Services Infrastructure Enterprise.

Skill is required to plan, organize, and direct team staff work to negotiate effectively with affected agencies to accept and implement recommendations to affect transforming Army and Army Command processes to support ARFORGEN. Must be able to direct complex studies requiring application of advanced analytical and operational methods and techniques in support of the Commanding General, FORSCOM.

Must possess strong staff skills, specifically in writing, briefing and planning. Decisions regarding what needs to be done include major areas of uncertainty in approach, methodology, or interpretation and evaluation processes that result from such elements as continuing changes in program, technological developments, unknown phenomena, or conflicting requirements.

The work requires originating new techniques, establishing criteria, or developing new information. The incumbent bears significant responsibility for accurate, intelligent analysis and assessment to support senior leader decision making. Incumbent oversees, coordinates and ensures execution of analytical support for all manner of high-level issues.

Provides advice and assistance as to format, analytical quality, completeness and linkage to overall Army Campaign Plan objectives addressed at general officer and senior leadership level. The work product affects a wide range of agency activities or the operation of other agencies. Contacts include both structured and unstructured meetings, conferences, and working groups at general officer, colonel and action officer level.

The purpose of contacts is to justify, defend, negotiate, or settle matters involving significant or controversial issues. The work usually involves active participation in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance. The people contacted typically have diverse viewpoints, goals, or objectives requiring the employee to achieve a common understanding of the problem and a satisfactory solution by convincing them, arriving at a compromise, or developing suitable alternatives.

In addition, contacts vary from routine coordination and information exchange to decision making sessions involving senior leaders.

As member of working groups, incumbent represents command views and concepts and is expected to work to achieve Army wide consensus for FORSCOM positions. The work includes some walking, standing, bending, and carrying light items such and paper and manuals. Work in this environment will require some travel. Availability Pay Exemption - e.
